台湾渔船「广大兴28号」在2013年5月9日于台湾东南方海域捕鱼。上午9时45分渔船于巴林坦海峡（北纬20.07度，东经123.01度，也是台湾的经济海域范围内）遭到菲律宾海巡署的公务船（Maritime Control Surveillance 3001）以机枪射击，造成65岁的老渔夫洪石成中弹身亡。广大兴号其余船员启动自动驾驶将渔船驶回台湾。

At around 9:45 a.m. on May 9, 2013, the Taiwanese fishing boat Guang Da Xing No. 28 was fired upon by an unknown Philippine vessel at 20.07 degrees north latitude and 123.01 degrees east longitude.（The location was 164 nautical miles southeast of Eluanbi where the waters of the Taiwan and the Philippines overlap but 5 nautical miles within the temporary enforcement line along points 8 and 9.The boat was severely damaged, and a Taiwanese crew member, Hong Shi-Cheng(aged 65), was shot and killed. The Philippine vessel sailed away, while the rest of crew members of Guang Da Xing No. 28 turned on auto-pilot mode and

sailed back to Taiwan.

晚间七点经菲律宾方回复，确认本事件中的攻击船舰乃菲律宾之公务船。

At 7p.m. Philippine confirmed that the Philippine Coast Guard/Bureau of Fisheries and Aquatic Resources maritime patrol boat “Maritime Control Surveillance 3001” was responsible for the attack.

台湾外交部针对广大兴号事件表示强烈抗议与谴责，但菲律宾拒绝道歉，仅愿意表示同情。

The Ministry of Foreign Affair (MOFA) of Taiwan lodged a strong protest against the Philippine government and demanded that the Philippines issue an official apology, bring the perpetrators to justice and offer just compensation. However, Philippine government refused to apologize and only expressed condolences and regret over the unfortunate death of the Taiwanese crew member Hong Shi-Cheng.

经过台湾检察署指挥鉴识人员针对船身周边弹孔搜证，清点出子弹弹孔高达52处。

There are a total of 52 bullet holes found on this Taiwanese fishing vessel according to the investigators of Taiwan Prosecutors Office.

事件罹难者洪石成遭到单一颈部左下段贯穿性枪伤，贯穿左颈动脉、气管、食道，第2-6 胸椎爆裂横断，主动脉、左上肺叶、右上及右下肺叶破裂，大量出血及气胸、血胸，低血容性休克及呼吸衰竭死亡。因死者第2-6胸椎严重爆裂且横断，法医研判，菲律宾公务船使用的是高射速、火力强大的枪械，推测可能是步枪或机关枪。

The victim of the incident – Hong Shi-Cheng suffered from penetrating gunshot injury through left lower segment of neck, through left carotid artery , trachea, esophagus, 2nd to 6th thoracic bursting transverse vertebral injury, aorta, left upper lung, right upper and right lower lung rupture, which lead to massive blood loss, pneumothorax, hemothorax, hypovolemic shock, and respiratory failure. Due to the severe bursting and transverse injury of victim over 2nd to 6th thoracic vertebra, forensic investigator determined that fast shooting and intensive firearms was used by Philippine government vessel. Investigator then suggested that weapons might be the rifles or machine guns.

晚间，台湾要求菲律宾政府72小时内正式向台湾以及受害渔民道歉、赔偿损失、尽速彻查事实及严惩凶手，以及尽速启动台、菲渔业协议谈判。若在期限内未回应，台湾将采取抗议制裁措施。

In the evening, Taiwanese government asked the Philippine government to respond to four demands: a formal apology; compensation; an expeditious investigation followed by the severe punishment of the perpetrators, and the speedy arrangement of negotiations on fishery matters. If the Philippine government does not respond positively to those demands within 72 hours, Taiwanese government will take the measures in protest.

菲律宾表示是台湾渔船先挑衅才开枪吓阻，菲方仅开一两枪。要等调查结果出炉再决定是否要道歉。菲律宾总统府女发言人华尔地(Abigail Valte)一边回答问题还一边笑，表现轻挑。

Philippines claimed that the shot was fired because Taiwanese fishing vessel attempted to ram their BFAR (Bureau of Fisheries and Aquatic Resources) vessel. The BFAR only fired 2 shots to warn them. Philippines will decide whether or not to apologize when the result of investigation comes out.

During the press conference, Philippine deputy presidential spokesperson, Abigail Valte inappropriately smiled when she responded to the questions about this tragedy.

超过72小时时限后，菲律宾总统仅派代表在凌晨的记者会上，以总统”个人身分”表示遗憾(regret)与道歉(apology)，但不以菲律宾政府的身分道歉。另外也拒绝赔偿台湾渔民与渔船的伤亡和损失，仅愿以民间捐款”援助”(assist)。

On the press conference in midnight after 72 hours deadline, instead of a official apology on behave of Philippine Government, Philippine President only sent his representative to made his “personal” regret and apology. He also rejected to provide for compensation for losses and only agreed to “assist” the victims by private donations.

下午菲律宾派菲国政府授权马尼拉经济文化办事处理事主席裴瑞兹（Amadeo Perez Jr.）表达『菲律宾人民』之遗憾与道歉，刻意避开『菲律宾政府』字样；『调查惩凶』方面，只承诺由国家调查局调查，并未交代对违法者可能的刑事或行政控诉及处分；『损害赔偿』方面，仅愿向家属致赠菲国人民捐款，避谈菲国政府应负全部责任；『渔业谈判』也未依承诺邀台湾共同研商。」

In the afternoon, Manila Economic and Cultural Office(MECO) Chairman Amadeo R. Perez, Jr. traveled to Taiwan as the designated reperesentative of Presient Benigno S. Aquino III of the Republic of the Philippines, conveying regrets and apology from his president and the people of the Philippines to the family of deceased Taiwanese fisherman Hong Shi-Cheng and the people of Taiwan.

He deliberately avoided the use of “Philippine government.” On the issues of investigation and punishment, he only promised the Philippine National Bureau of Investigation (NBI) will conduct an investigation of this incident. Possible criminal charges, administrative appeals and punishments of those delinquents were not mentioned. On the issues of compensation, he only promise to deliver donations given by the people of the Philippines to the family as sympathy for their loss. The responsibility of Philippine government was neither brought up, and the Taiwan government was not invited to have a negotiation of fishing rights as promised.

因为层级太低，道歉诚意不足，遭到台湾政府的外交部拒绝接见。但裴瑞兹持续表达欢迎台湾政府派调查团至菲律宾共同调查此一事件。

Since the level of representative was too low and the apology was insincere and inadequate, the Ministry of Foreign Affair (MOFA) of Taiwan refused to meet the deputation. However, Amadeo R. Perez, Jr. kept inviting Taiwanese government to start a joint investigation into this incident with Philippine.

台湾依照双方协议派事件调查团到菲律宾调查，但菲律宾改口宣称菲方并不知情，且并未同意共同调查。

Taiwanese government sent its investigation team to Philippine according to the agreement made by both sides. However, Philippines then claimed that they did not aware of the matters and did not allow Taiwan to jointly probe the case with Philippine authorities.

菲律宾公布菲方调查报告，宣称广大兴号，是坏人(Really Bad Guy)。非法入侵菲国领海，企图冲撞菲国公务船，后又逃逸，菲国才开枪吓阻。现场并展示展示海防队移交的15把枪械，包括8支M16突击步枪、6支M14步枪和1把机关枪。

Philippine published their investigation report which described Guang Da Xing No. 28 as a Really Bad Guy. They claimed that Guang Da Xing illegally intruded their territory waters and intended to ram into their government vessel and ran away, leading it to open fire in self-defense. Philippines authorities then displayed the total of 15 firearms on that PCG patrol boat including eight M16, six M14 and one machine gun.

台湾回应，广大兴号当时位处双方共同经济海域(等同公海)。这艘小船吨数仅15吨，长度是14公尺，是玻璃纤维与保丽龙制造的轻型船只，且船上并无任何自动武器。以任何常理推断，或是以相验出的所有证据推断，无武装且一撞就会破损甚至沉船的捕鱼船怎么可能去冲撞菲国吨数高达115吨，钢板制造，且重度武装的公务船？

However, Guang Da Xing No. 28 was located at overlap economic zone (which is equivalent to high seas). In addition, the Philippine law-enforcement vessel weighs a total of 115.45 tons and is made by steel while the Taiwanese fishing boat is a small, unarmed boat which measures 14.7 meters by 3.68 meters, merely weighs 15.15 tons and is only made by fiber glass and Styrofoam. From either common sense or the currently collected evidence, anyone can tell - how was it possible that an unarmed, light watercraft would dare to ram into steelplate-made government vessel with heavy weapons?

广大兴号船身经检验确认，仅有弹孔五十余处，无任何擦撞痕迹，菲国官方的谎言不攻自破。

The evidence collected by the investigators showed that the fishing boat had been riddled with more than 50 bullet holes but no signs of impact mark were found. The false tale of Philippine authorities betrays itself.

菲国持续违反协议，拒绝台湾调查团进行本次事件相关调查。台湾调查团招开国际记者会后返回台湾。

Philippines kept violating its agreement and rejected Taiwanese investigation team to probe into this incident. Taiwanese investigation team held an international press conference and returned to Taiwan.

菲国代表裴瑞兹宣称在台期间被记者踢。但经证实，全程有多名护卫且到处均有摄影，裴瑞兹完全提不出任何证据。

Philippine Representative, Amadeo R. Perez, Jr. claimed that he was kicked by Taiwanese reporter. However, there were several bodyguards to protect him during the whole travel in Taiwan. Cameras were everywhere when he appeared in public. Mr. Amadeo R. Perez, Jr. was not able to offer any evidence to confirm his claim.

A photograph was quickly spreaded throghout Philippine Internet. It specified how Taiwanese attacked Filipinos on streets. However, the photograph was actually shot during the street riots in XinJiang, China, 2009, which proved that the message was a phoney.

菲律宾总统艾奎诺三世拒绝对台湾道歉。仅愿对被菲国公务船射杀的渔民赔偿台币100万元(约美金三万左右)。

Presient Benigno S. Aquino III of the Republic of the Philippines refused to make the formal apologize to Taiwan. He would only donate NT$1 million (which is about US$30,000) to the victim.
