Abducted Taiwanese Tourist Rescued in the Philippines

(WSJ, Dec. 20, 2013) —Philippine security forces have rescued a Taiwanese tourist kidnapped by alleged militants last month from a scenic island in eastern Malaysia, Malaysian police said Friday.

On November 15 the female victim went missing from Pom Pom Island, a popular tourist spot off the eastern state of Sabah. Her male companion was found shot to death in the resort where they were staying.

Malaysia's National Police Chief Khalid Abu Bakar said the victim was rescued in Sulu province in the southern Philippines and has been admitted to a hospital there. She will be flown to Zamboanga City on the island of Mindanao on Saturday.

'We're awaiting further developments from Philippine authorities,' Mr. Khalid said in a statement regarding the case.

Though Malaysian authorities have not yet named the victim, she was identified as Chang An-wei by Taiwanese Foreign Minister David Lin in a news conference last month.

Malaysian police say heavily-armed terrorists based in the southern Philippines were responsible for the attack on Pom Pom Island – though they have yet to name a specific group. In recent years the Philippine Islamist group Abu Sayyaf, backed by al-Qaeda, has been involved in a spate of foreign tourist abductions.

In 2000, Abu Sayyaf raised $15 million from kidnapping mainly foreign tourists from the Malaysian resort of Sipadan, near Pom Pom Island, where the latest deadly incident happened. The group became well-known for kidnappings and struck again in May 2001.

The incident last month follows a security crisis in Sabah state earlier this year, when a band of around 200 Filipino Muslim insurgents called the Royal Sulu Army invaded a coastal district of Lahad Datu. Dozens of security personnel and intruders died in the February conflict, and Malaysia boosted its security presence around the district in response.

Several countries, including Taiwan and the UK, issued travel advisory cautioning visits to Sabah following the kidnapping.
