为了把全年犯罪率降到1%以下，美国政府颁布一项政策，每年有12小时，可以尽情犯罪，警察和医院不会提供任何救援服务，全国陷入无政府状态，犯罪不用接受惩罚。这一次，镜头拉到无法无天的街头。《国定杀戮日：无法无天》锁定国定杀戮日当晚，因缘际会相遇的五个陌生人该如何自保，甚至互相保护，以熬过这个充满痛苦抉择的夜晚。
