劉秀，即漢光武帝，後漢（東漢）王朝開國皇帝，中國歷史上著名的撥亂之主。新莽末年，海內分崩，天下大亂，身爲一介布衣卻有前朝王室血統的劉秀在家鄉乘勢起兵。公元25年，劉秀與綠林軍公開決裂，於河北登基稱帝，爲表漢室重興之意，仍以“漢”爲國號，史稱“後漢”。經過長達十數年之久的統一戰爭，劉秀先後平滅了更始、赤眉和隴、蜀等諸多割據勢力，使得自新莽末年以來紛爭戰亂長達二十餘年的中國再次歸於一統。劉秀在位33年，大興儒學，推崇氣節，使後漢一朝成爲中國歷史上“風化最美、儒學最盛”的時代。

In 25 A.D. Liu Xiu established the Eastern Han Dynasty in Luoyang. However, China was not unified yet. Gongsun Shu and Kui Xiao had their own domains. There were endless wars going on between them.
In order to isolate Gongsun Shu, Liu Xiu decided to draw Kui Xiao over to his side. In the meanwhile, Kui Xiao was willing to cooperate with Liu Xiu concerninghis Own interests and a way out in the future. Therefore, he showed his willingness to subordinate to the Eastern Han Dynasty on his own initiative. Liu Xiu conferred the title of "General of Sichuan" on him. Afterwards, Kui Xiao didn't only defeatthe rebellion of Red Eyebrows, but also repulsed the concerted attack by Gongsun Shu and so on, in cooperation with Liu Xiu's army. Because of this, KuiXiao won Liu Xiu's trust and respect.

爲了孤立公孫述，劉秀決定拉攏隗囂；而隗囂爲了自身利益和將來的出路，也願意同劉秀合作。於是他主動向東漢稱臣，劉秀則封他爲“四川大將軍”。之後，隗囂不僅打退了赤眉起義軍的進攻，而且配合劉秀的部隊，打退了公孫述等人的聯合進攻。爲此，隗囂得到了劉秀的信任和尊重。
