经济部贸易局今 (19) 日指出，美国商务部公告对台湾及韩国输美的低熔点聚酯棉正式展开反倾销调查，依据美国政府公布的调查时程，国际贸易委员会将在 8 月 11 日前公布损害初步裁定，如果损害成立，商务部预定 12 月 4 日发布倾销初判裁定，明 (2018) 年 2 月 20 日发布终判裁定。

贸易局表示，美商 Nan Ya Plastics Corporation, America(南亚塑胶美国公司) 向美国商务部及国际贸易委员会提出申请，要求对台湾及韩国输美的低熔点聚酯棉展开反倾销调查，美国商务部已在 7 月 18 日公告对涉案产品展开反倾销调查。

贸易局说，这次受调产品的美国海关进口税号为：5503.20.0015；依美国商务部资料显示，2016 年台湾为美国该产品第 2 大进口来源国，输美受调产品金额 2014 年为 3030 万美元、2015 年 2750 万美元及 2016 年 2684 万美元，分别占各国输美该产品总额 25.69%、25.46% 及 25.34%。

贸易局表示，已请台湾区人造纤维公会协助转知业者，后续并将与公会保持密切联系，以提供业者必要的协助。另外，为协助厂商因应国外反倾销等贸易救济案件。

贸易局指出，订有相关补助办法，对我涉案厂商聘请律师、会计师或顾问应诉的费用提供部分补助；涉案厂商若有需要，可透过相关公会提出申请，同时呼吁厂商积极应诉，争取获判无倾销的终判结果。

据了解，南亚在台湾并未生产低熔点聚酯棉，全数由南亚塑胶美国公司在美国生产，因此提出反倾销调查并不会对台湾母公司造成影响，据指出，国内目前也仅有 1 家厂商生产低熔点聚酯棉，但量并不大，推测南亚塑胶美国公司的主要目标对象应是锁定韩国厂商为主。
